Mr McGurk added: "It is our most exciting challenge, and we are confident we can achieve it."
But the fortunes of Lower Broughton are about to change with a 500m scheme to rebuild it from scratch.
It is evidence of the district's last experience of "regeneration". The developer pulled out after putting up just one row.
